In 1905, Jeffrey Macpherson bought the local practice of Mr. William Brocket and offered his professional services at the Royal Hotel. He was the son of Scots-born Malcolm Macpherson, headmaster of the Dandenong State School and later the Dandenong Grammar School.

Charles Kelley joined Macpherson as a Partner a few years later. He too was a Dandenong resident, and was the son of Mr. A. A. Kelley, clerk of courts at Dandenong and later a police magistrate."
